Senate Passes Supplemental Budget Authorizing New Agreements

The Massachusetts Senate passed a supplemental budget yesterday containing language authorizing the new collective bargaining agreements between the Trial Court and OPEIU, Local 6, Units J6C and J6P; the Middlesex North Registry of Deeds and OPEIU, Local 6; the Hampden Registry of Deeds and OPEIU, Local 6 and the Middlesex South Registry of Deeds and OPEIU, Local 6. The language, which authorizes payment under each new contract, is required to comply with Mass. Gen. Laws chapter 150E, section 7.

As the Senate and House have passed supplemental budgets with slightly different language in sections unrelated to OPEIU’s contracts, they must reconcile those differences before the entire bill goes to the Governor’s desk. According to the State House News Service, Senate Ways and Means Chairman Stephen Brewer stated that “he expects to have a final bill on the Governor’s desk within the next eight or nine days”.

House Passes Supplemental Budget Authorizing New Agreements

The Massachusetts House of Representatives passed a supplemental budget today containing language authorizing the new collective bargaining agreements between the Trial Court and OPEIU, Local 6, Units J6C and J6P; the Middlesex North Registry of Deeds and OPEIU, Local 6; the Hampden Registry of Deeds and OPEIU, Local 6 and the Middlesex South Registry of Deeds and OPEIU, Local 6. The language, which authorizes payment under each new contract, is required to comply Mass. Gen. Laws chapter 150E, section 7.

While the Massachusetts House passed the language today, the Massachusetts Senate was not able to take the matter up as it had already adjourned for the day. It is expected that the Massachusetts Senate will pass the supplemental budget soon. In the meantime, OPEIU would like to thank Speaker Robert DeLeo and House Ways and Means Chairman Brian Dempsey as well as Minority Leader Brad Jones for their efforts on this matter.

MEMO to Members of OPEIU Local 6 – HB4301

As you know, Governor Deval Patrick had filed a late supplemental budget on July 14, 2014 (House Bill 4301), which in part, would provide the collective bargaining agreement ratification that is necessary to finalize the contracts between OPEIU Local 6, Units J6C and J6P and the state trial court. House Bill 4301, which is needed to ratify more than 35 other union contracts with the state as well, is currently before the House Committee on Ways and Means.

OPEIU Local 6, along with other unions throughout the state, has been pushing the legislature to move the supplemental budget bill as quickly as possible. Since House Bill 4301 was filed mid-July, a variety of public sector unions have conducted outreach to leadership and individual legislators. Although every effort was made to pass the bill prior to the end of the legislature’s formal session on July 31st, the bill remains before the House Committee on Ways and Means.

Despite this fact, House leadership and the House Committee on Ways and Means have heard the message loud and clear. The legislature understands that House Bill 4301 and the ratification of many state contracts remain a priority, despite the end of formal sessions. OPEIU Local 6 and other unions are now working to pass House Bill 4301 during an informal session.

While a single objection from a representative or senator can stall House Bill 4301’s progression through the legislative process, similar legislation to this has passed during an informal session before. To that end, OPEIU Local 6 may seek your help in advocating for the swift passage of House Bill 4301 in the next couple of weeks. Please be on the lookout for calls to action as well as updates as we make progress.

OPEIU Local 6 is committed to working on your behalf to ensure that agreed upon wage increases are honored and implemented without undue delay.

The Trial Court will pay the final payment of the three retro payments owed to all active employees this month.

You will see this payment on August 1, 2014.

Please note that this retro payment will be smaller because of the offset in the previous fiscal years.

Announcement!

Local 6 members ratify new contract

The members of OPEIU Local 6 have voted in favor of the agreement reached with the Trial Court a new three-year agreement from July 1, 2014 to June 17, 2017. Ratification votes were held across the state in Woburn, Northampton, Westborough, and Quincy.

Highlights of the new contract include:

  • 9-percent increase in all steps over three years as follows: 1.5% in July 2014, 1.5% in January 2015, 1.5% in July 2015, 1.5 % in January 2016, 1.5% in July 2016, and 1.5% in January 2017.
  • Establishment of a review committee to work on a Classification Improvement Plan to evaluate positions, duties, classifications, and pay scales.
  • Right to use vacation days in half-hour increments.
  • An additional vacation day or extra day’s pay for employees who use 3 or fewer sick-leave days in a year.
  • Increase in shift differential from $0.75 to $1.00.
  • Joint Labor Management Committee for Court Interpreters

The Trial Court will be forwarding this contract to the Governor shortly, for submission to the legislature for funding.
